Recently, the Revenue Management Directorate has been frequently contacted regarding which institution, organization, or individual is responsible for covering the treatment costs of international students enrolled at our University when they apply to our Health Practice and Research Hospitals.

As is known, according to the General Directorate of Insurance Premiums of the Social Security Institution (SGK), all international students studying in our country are eligible for registration under the General Health Insurance (GHI) scheme if they submit a written application to the provincial social security directorate/social security center within three months from the date of their first enrollment at their educational institution.

Students who apply with a written petition and a student certificate indicating the date of their first enrollment at the university within this three-month period will be registered for one year of GHI coverage starting from the day following their application. These students are required to pay the GHI premium themselves, calculated based on one-third of the monthly amount derived from the minimum daily earning base determined under Article 82 of Law No. 5510.

However, international students who do not apply to the Social Security Institution in writing within three months from the date of their initial enrollment will not be able to register for general health insurance for the remainder of their education.

In light of the above, in order to prevent any inconvenience for international students studying at our University, it is requested that relevant units ensure these students are informed that the necessary procedures must be completed within three months of their initial enrollment. Otherwise, they will be accepted as paying patients.
